Francis Garwe

Francis Garwe

Francis Garwe is an interim CEO at Carea Community Health Centres with locations in Pickering, Ajax, Whitby and Oshawa. Francis is a systems leader with expertise in the health-care sector, and leading strategic clinical expansion and integration, system design medical interprofessional teams’ and sustainable partnership builder.

He is an Adjunct Faculty at Schulich Executive Education Centre in the Healthcare Management program at York University, and serves as one of the University of Toronto’s MD Admissions File Reviewers and Interviewer for their MD program. He has also served as a consultant for SAP Americas USA and an expert consultant for Lenovo Corporation.

Francis’ broad expertise in strategic leadership, governance and organizational redesign issues comes from his previous roles in a variety of health-care organizations in Canada and abroad, namely:

Francis is a registered consultant with McGraw Hill International Research Society for Industry Leaders (SDL), Gerson Lehrman Group (GLG) council research council member and several other professional associations, including Sigma Beta Delta for International Business Management and Administration. He is an advisor/liaison lead to ZimCan Health Initiatives providing expert policy advice and consultation on health-care strategies to both Canadian/Zimbabwean Ambassadors. The initiative supports 30 Canadian physicians and allied health teams annually to train and practice tropical medicine on the ground in Zimbabwe in partnership with University of British Columbia school of medicine, Ministry of Health and Child Welfare Zimbabwe and University of Zimbabwe medical school.

He has received a number of awards and certifications from globally and regionally recognized institutions, including Honorary Ambassador Award from Dallas Baptist University in 2002 and 2006; and the United States Achievement Award for outstanding Academic Achievement. He was the VIP Protocol Advisor for the 2015 Canada Winter Games in Prince George, British Columbia, and Torch Bearer for the 2010 World Olympics in Vancouver, British Columbia.

He has extensive boardroom expertise, having served on a number of public and not-for-profit organizations. He holds a master’s degree in Organizational Management with specialization in Health Care Systems Management, a Bachelor of Sciences and Arts in Management Information Systems from Dallas Baptist University in Texas, and is a Court-Appointed Mediator in Dallas, Texas. He is a dedicated servant-leader committed to empowering individuals, corporations and communities to reach their fullest potential.
